LOAN to Viceroy of Wuchang. Your telegram No. 96 of the 30th ultimo and Mr. Hillier's telegram of the same date.
British and Chinese Corporation would, we understand, be most ready to permit Japanese to underwrite any portion of the loan they might wish, but the Japanese apparently only desire to share in London in the issue of the loan, and do not wish to find any part of the money in Japan. Such a claim is untenable.
What is meant in Hillier's telegram by "contracts for works"? Are they to be interpreted as contracts for the construction of sections of the railway ?
